Heat olive oil in a large skillet or pot
Add onions, and cook until just soft
Add the ground beef and sausage, and cook over medium-high heat until no longer pink, breaking up with a spatula as you go. Drain grease if needed
Season with salt, pepper, Italian seasoning and garlic powder
Stir in pasta sauce and noodles
Stir in water, bring to a boil, cover, and cook on medium heat until noodles are tender, stirring occasionally, so they don't stick to the skillet
Meanwhile, add the ricotta and Parmesan to a small bowl, and stir to combine
When pasta is tender, reduce heat to simmer, stir in part of the ricotta mixture, then drop dollops of the ricotta on top of the pasta
Sprinkle mozzarella cheese on top of the pasta, cover, and allow to melt. You can place the skillet under the broiler for a few minutes to melt the cheese, if desired
